On November 1, Seagrove's Newest Beach Access Loses Its Lifeguard and Gains an Earlier Bonfire Hour

October 8, 2026

"We actually finished under budget this year with this project, so you know, we always like to celebrate those," Walton County Beach Operations Director Josh Ervin said at the April grand opening of the Seagrove Regional Beach Access.

That budget bought a lot. The access at 3910 E. County Hwy. 30A cost $8.9 million in total, and $5 million of that went to buying the land. It added 100 feet of public beach, 23 parking spaces with dedicated ADA and bicycle spots, a 1,011-square-foot restroom, an accessible dune walkover with rinse showers, and a connection to the multi-use path. The county bought the property in 2017, so the project took nearly nine years to finish.

The parking lot, the restroom and the walkover are permanent. Two of the features that made the access more than a path to the sand are seasonal, though: Tower 21 and the beach wheelchair kept there. Both end with the season on October 31. Seagrove's new access is a year-round facility with a seasonal safety staff. From November 1 through the end of February, keeping the beach safe falls mostly to the people using it.

The tower was the point

The county's opening announcement explained why Tower 21 matters. According to the South Walton Fire District, the tower brings "enhanced medical response and water supervision to an area historically known for high emergency call volumes." It was the district's 19th staffed tower across 26 miles of coastline, with lifeguards on duty daily from 10 a.m. to 6 p.m. through October 31. The release also says a beach wheelchair would be available "throughout the season," since the access has an ADA-accessible ramp.

That timing follows the countywide calendar. Visit South Walton lists staffed lifeguards at regional accesses from March 1 through October 31, with limited roving coverage year-round. It doesn't publish roving routes or hours, so nobody should count on a patrol passing a particular stretch of Seagrove sand in December. Some older SWFD pages still say towers are staffed March through September. The 2026 county release and the tourism calendar both run through October.

The warning flags stay up. SWFD says its Beach Safety Division checks conditions twice a day. SWFD also says flags showing the county's surf and rip-current conditions are flown at beach accesses. None of the pages we reviewed mention a seasonal cutoff for the flags. After Halloween, the flag at the top of the walkover is the main safety signal at Seagrove RBA, because no one is in the tower to back it up.

Several calendars change on the same night

October 31 ends more than the tower schedule. Several separate rules turn over at midnight, and most of them affect anyone on Seagrove's beach after dark.

What Through October 31 Starting November 1
Tower 21 Staffed daily, 10 a.m. to 6 p.m. No published tower schedule; limited roving coverage
Beach wheelchair at Seagrove RBA Available during the season Not covered by the county's announcement
Bonfire pits on the sand Not before 5 p.m., cleared by midnight Not before 4 p.m., cleared by 11 p.m.
South Walton Turtle Watch daily surveys Running since May 1 Season ends
FWC guidance on decorative beach-visible lights Keep off Nesting season over

The turtle change comes with a caveat. South Walton Turtle Watch says its permitted crews survey Walton County beaches every day from May 1 through October 31. They mark nests with stakes and flagging and keep monitoring them through incubation. The fire rules still keep any fire at least 200 feet from a marked nest. So if stakes are still standing in early November, the setback still applies.

This year gave the crews plenty to watch. As of this writing, SWTW's homepage shows the 2026 season with 53 loggerhead nests and 15 green turtle nests. That is a running count, not a final tally. For comparison, the 2025 final count was 41 loggerhead and 25 green nests, which produced 4,975 hatchlings.

For beachfront homes, FWC asks that decorative lights visible from the beach stay off until nesting season ends on October 31. It also asks that safety and security lighting be low, shielded and long-wavelength, meaning amber, orange or red at 560 nanometers or higher. Fixtures already changed to meet that guidance can stay as they are all year.

Getting a fire on the sand after November 1

The bonfire window moves an hour earlier at both ends. From November 1 through the last day of February, pits can't go on the beach before 4 p.m., and everything has to be cleared by 11 p.m. The rule comes straight from the Walton County beach ordinance, which also says fire remnants can't be buried or left in county beach garbage stations, dunes or parking areas.

Every beach bonfire in South Walton needs an SWFD permit. Here's how a resident gets one:

  1. Pick a listed access. The location menu on SWFD's online Bonfire Permit Request form includes the Seagrove Beach RBA at 3910 E. County Hwy 30A. It also lists other Seagrove-area accesses, including One Seagrove RBA at 57 Seagrove Place, Santa Clara RBA, San Juan, Dothan Ave, Andalusia Ave, Greenwood Ave, Gardenia St and Walton Dunes/Beachfront Trail.
  2. Keep the group under 30. A gathering of 30 or more needs proof of a Walton County special-event permit.
  3. Gulf-front owners register first. SWFD says owners of Gulf-adjacent property must register the property to get a property-specific permit. That permit is non-transferable and tied to the owner, the date and the location.
  4. Bring a compliant pit. Wood pits need a steel bottom at least 4 inches above the sand. Propane pits must be UL- or CSA-listed, use a propane tank no larger than 20 pounds with a hose at least 5 feet long, and measure no more than 3 feet across. Bottomless rings aren't allowed.
  5. Pack an extinguisher and measure the distances. A working ABC extinguisher of at least 5 pounds is required. The fire has to be 100 feet from habitable structures and 50 feet from vehicles, roads, plants and dune vegetation.

Check the weather before you plan around a date. SWFD won't issue permits while the state has a no-burn order in place, bad weather can get a permit revoked, and there are no refunds or rainchecks. Published fees don't agree across sources, so confirm the current amount on the SWFD form when you apply.

What doesn't loosen up for winter

You might assume a quieter beach comes with relaxed rules. The county code doesn't say so.

Dog rules are the same all year. Dogs are allowed on public beaches only if they are service animals or belong to Walton County property owners or permanent residents who hold a permit. Permitted dogs must be leashed and can be on the beach only between 3:30 p.m. and 8:30 a.m. Permits run for one year, expire at midnight on July 31, and require proof of rabies vaccination.

The overnight gear rule also has no winter exception. Without a county permit, personal property can't stay on the beach from one hour after sunset until one hour before sunrise. If you're running a 4 p.m. bonfire under the winter window, chairs and pit come off the sand at the same time.

Parking at the new lot is unchanged. Walton County's paid-parking program, which started April 3, covers the Van Ness Butler, County Road 393 and Grayton Beach lots. Seagrove RBA isn't on that list. None of our sources mention any seasonal change to its 23 spaces.

The other new address on this stretch of 30A

Seagrove's other 2026 opening is up the road at 5311 E County Hwy 30A. Beach Happy Cafe + Cocktails and the flagship 30A Store opened after a July 1 ribbon-cutting. They serve Amavida coffee, cocktails, curated wine and shareable food in a space designed by Erika Powell. Owner Thomas Gallion described it as "a place where guests can come in and relax, discover something unexpected, stay for food, and leave feeling connected to the experience" in 30A.com.

The café's site lists hours of 7 a.m. to 7 p.m. Monday through Thursday, 7 a.m. to 8 p.m. Friday and Saturday, and 7 a.m. to 6 p.m. Sunday. Those are shorter than the 7 a.m. to 9 p.m. schedule announced at the summer opening, so check the café's page before heading over. With winter bonfire placement starting at 4 p.m., the café's Friday and Saturday hours leave time to stop for coffee before setting up on the sand.

Through February, Seagrove RBA keeps its restroom, rinse showers, walkover and multi-use path connection. The staffed tower is the piece that won't return until the season starts again.

At Edward Wall, we track details like this along 30A, down to which Seagrove accesses are on the bonfire permit list and which rules change on November 1.
