That assumption stopped being true on January 22, 2026, when the Sandestin Owners Association board approved a full rewrite of the community's golf cart policy. The new rules do not just tighten who can drive a cart. They quietly collapsed the resort's rental market down to three specific addresses, and if yours is not one of them, your options just got a lot narrower.

This matters because Sandestin is not a place you can easily walk end to end. What Changed on January 22

Before this revision, the golf cart rules on the property were looser about who could put a rental cart into circulation. Rental golf carts are now prohibited across the property, full stop, with three named exceptions carved into the policy itself.

Only carts owned or leased long term by SOA homeowners, long-term renters, and marina slip renters are permitted to operate on the property at all. Everyone else needs to either bring a personally registered cart or find one of the three exceptions the policy allows.

Why Only Three Addresses Made the List

The exceptions are not vague. They are tied to specific entities, with specific caps, and that specificity is the whole story.

Read that table again and the pattern is clear. None of these are open rental counters anyone staying at Sandestin can walk up to. Baytowne Marina's 12 carts exist for people who are actively renting a boat slip, not for a random owner three buildings over who wants a cart for the weekend. Osprey Point's 38 and Bayside Inn's 54 are registered to specific units at those two properties, which means the access is a feature of owning or staying at that exact address, not a resort-wide amenity.

Separately, commercial lodging members are capped at two registered golf carts per business parcel, which rules out any hotel or rental company on property from running a larger informal fleet to hand out to guests.

If your unit sits somewhere in Sandestin's other 68 or so neighborhoods, none of these three carve-outs apply to you. The policy does not forbid you from having a cart. It just no longer gives you a rental path to one. Your options are to register your own long-term cart under the SOA's rules, or do without.

The Gas Cart Clause Buried in the Same Policy

The same revision includes a second change that will matter more the longer you own here. Gas-powered golf carts are now prohibited on the property, except for carts that were already in service and qualify under the grandfather provision written into the policy.

In practical terms, this means an owner who already has a gas cart registered can keep operating it. An owner looking to replace an aging cart, or a new owner registering one for the first time, is pointed toward electric. The policy does not spell out a phase-out date for grandfathered carts, so if you are budgeting for a cart purchase or replacement, factor in that electric is now the only forward path.

How the Rule Actually Gets Enforced

This is not a rule that lives quietly in a homeowner handbook. The policy gives Sandestin's security officers the authority to address violations directly, and repeated or serious violations, the kind the policy specifically flags as reckless driving or endangering others, can escalate to suspension or revocation of cart privileges entirely. Fines and suspensions run through the SOA's Fine Hearing Committee, and anyone facing action gets notified of the hearing date, time, and location.

That is a meaningfully different enforcement structure than a mailed warning letter. Sandestin is a private, gated community, and the board's own bylaws explicitly authorize the SOA to govern conduct on common roads and common areas. The January revision leans into that authority rather than softening it.
